The person who owns the vehicle or someone who's been authorised by them is allowed to drive it, as long as he or she has a valid driver's license.
No, nor will cover apply if any other unlicensed person drives the vehicle. Someone with a Learner's License may drive it, provided he or she complies with all rules of the road, including having a fully licensed person in the vehicle to supervise while driving.
Unless the individual or people were in collusion with the thieves/hijackers, cover would still apply. Injuries suffered as a result of assault by any of the criminals involved would also be covered.
